Between 2012-2017, tax revenues as a percentage of GDP had fallen from 20% to 13%. The 2018 National Budget highlighted this deleterious trend and sought to implement strategies to halt this decline and stabilise revenues. It specifically aimed to address this issue by strengthening revenue collection agencies, reforming import duty on diesel, reforming export duties on logging, and by simplifying taxation.
