Development Strategic Plan

The Papua New Guinea Development Strategic Plan (PNGDSP) is a 20-year plan designed to make Papua New Guinea a prosperous, middle-income country by 2030. The plan is guided by the directives and goals of the National Constitution and aims to achieve integral human development, equality and participation, national sovereignty and self-reliance, and sustainable management of natural resources and the environment. The plan sets clear objectives, quantitative targets, and baseline indicators for economic policies, public policies, and sector interventions. The plan is a historic moment for Papua New Guinea as it sets long-term goals and targets, which will guide development planning and set priorities for development expenditure, dismantling the dominance of short-term, annual budgets over the allocation of resources.

Treasury will play a key role in the implementation of the plan by ensuring that the necessary funding is allocated and used effectively to achieve the objectives and goals outlined in the PNGDSP. This would involve working closely with other government departments and agencies, as well as external partners and stakeholders, to ensure that the financial resources are used efficiently and transparently to support the development priorities of Papua New Guinea.
