PUBLIC NOTICE & INVITATION TO STAKEHOLDERS 

A MAJOR INITIATIVE UNDER THE NATIONAL CONSUMER AND COMPETITION REFORMS PROGRAMME

The Department of Treasury cordially invites provincial authorities, business house executives, legal practitioners, civil society representatives and interested members of the community to participate in upcoming regional public consultation workshops. This nationwide platform addresses the draft Competition and Consumer Protection (CCP) Bill 2026. This landmark legislative reform aims to build a modern, transparent and fair market environment across Papua New Guinea.

These public consultations form a critical part of the core Consumer Protection and Competition Legislative Reforms being undertaken by the government to modernise Papua New Guinea’s economic, trade and consumer space. Technical development assistance for drafting this framework is provided via the Pacific Private Sector Development Initiative (PSDI). The regional delivery sessions are proudly co-financed and systematically supported by the Asian Development Bank (ADB) alongside the Independent Consumer and Competition Commission (ICCC).

 Commerce & Private Sector: Local business operators, trade houses, state-owned enterprises, SME owners and enterprise association leads.

 Legal & Corporate Advisory: Practicing lawyers, compliance officers, company secretaries and institutional legal specialists.

 Civil Society & Advocates: Non-Government Organizations, church-based coalitions and consumer right groups.

 Public Sector & Administrators: Provincial Administrators, district coordinators and public service executives.

 Judicial Services: Magisterial Service personnel, local court officers and statutory enforcement agents.

 General Professionals: Independent professional practitioners, business consultants and interested citizens.

⚠️ CRITICAL SUBMISSION DEADLINE: Formal written feedback and structural submissions regarding the Draft CCP Bill must be received no later than Friday, 16 October 2026.
